About the Expert: Mr. Paine is the former President and CEO of The SINCO Group, Inc., serving in that position for 22 years. During his tenure, he successfully directed the design, manufacturing, marketing and distribution of a broad spectrum of internationally recognized fall protection and other safety systems and equipment for the construction industry. Mr. Paine became widely recognized as an expert in active and passive fall arrest concepts and systems, and had extensive experience as a leader and member of many industry and governmental advisory committees addressing safety standards and regulations. Mr. Paine's background served as the catalyst to his legislative activities where he was influential in proposing new and revised safety legislation before the U.S. Senate Committee on Labor and Human Resources and to his frequent lecturing and speaking engagements before national organizations such as The National Safety Council, The American Society of Safety Engineers, and The Ironworkers Contractors.
