Paine, C.S.E., is a construction safety and fall protection expert. He is a Certified Safety Executive (C.S.E.) and a professional member of the American Society of Safety Engineers (A.S.S.E.), Past General Chairman of the Construction Division of the National Safety Council and a member of the Board of Directors of the Veterans of Safety. Mr. Paine is a frequent lecturer on the topic of worksite safety and fall protection. He co-authored the book entitled Elevated Work Platforms and Scaffolding Job Site Safety Manual (McGraw-Hill, 2004), and he has authored and produced articles and films addressing elevated worksite safety issues. Mr. Paine has been found qualified to testify as an expert witness in numerous court proceedings, and he has given expert testimony on the subject of worksite safety and fall protection. Mr. Paine has also testified as an expert for OSHA at the Public hearing for the adoption of 29 CFR §1926 Subpart R Steel Erection.
